Gerard Wheelan (Now deceased,) was born and spent much of his early live in Philadelphia, Pennsylvania. He joined the United States Marine Corps at the age of 18 and served alongside Malcolm Arthur Leone, ex-President of the Satan's Shepherds Motorcycle Club. Wheelan was sent back home halfway through his first tour due to post traumatic stress. Upon Leone's arrival to the United States, the two took part in the creation of the Satan's Shepherds Motorcycle Club, which led them to Los Santos where they came into contact with Nabil Zaafaran and his associates.

Malcolm Arthur Leone's death prompted Wheelan to take action against the al-Najjar Gang, leading to an explosive shootout in Marina in which Wheelan was a prime suspect. Shortly after the shootout, Wheelan was deeply involved in the Nasser Aboushi murder conspiracy, which was the main reason for his murder. Wheelan was found beneath a train bridge between Las Venturas and Los Santos, deep in the decomposition process and bloated due to having been in the water for an extended period of time.
